Colorado 81601 <br /> (303)945-4958 <br /> July 25 , 1985 <br /> 1U1 Or,In c <br /> Ms. Candace Thompson <br /> Mined Land Reclamation Division <br /> 423 Centennial Building <br /> 1313 Sherman Street <br /> Denver, CO 80203 <br /> RE: Coal Exploration Notice of Intent No. CX-193-00 <br /> Dear Candace: <br /> On October 19, 1984 , Mid-Continent Resources, Inc. submitted <br /> four copies of a "notice of intention to explore" to MLRD in <br /> compliance with paragraph 2. 02. 2 of Regulations of the Colorado <br /> Mined Land Reclamation Board for Coal Mining. <br /> Since the exploration activities involve utilizing existing <br /> coal exploration drill roads to get to the site and the drilling <br /> of a few small holes to determine bedrock conditions, it seemed <br /> clear that these activities would not "substantially disturb" the <br /> land surface. See definition (127) , Paragraph 1. 04 on pages 26 <br /> and 27 of the regulations which includes the phrase "to impact <br /> significantly upon land" , etc. <br /> However, in a letter from MLRD dated October 24, 1984 and <br /> signed by Jim Herron, Mid-Continent was informed that the Division <br /> had determined that the proposed activities would substantially <br /> disturb the natural land surface and, therefore, the provisions <br /> of paragraph 4.21 would apply. The letter also specifically <br /> required Mid-Continent to post a reclamation bond and provide <br /> several items of additional information. <br /> Now that the weather has allowed visits to the proposed <br /> portal site for flagging of the drill hole locations, the following <br /> information is submitted: <br /> 1. Number of proposed drill holes - four <br /> 2 Method of sealing drill holes - The holes will be <br /> sealed in the manner described in Paragraph 4. 07 . 3 (1) of the MLRB <br /> regulations. The cuttings will be replaced in the holes to <br /> within 10 feet of the ground surface, a spider plug will be <br /> placed at the 10 foot depth, the hole will be cemented to within <br /> 3 feet of the surface, and the hole will be marked. <br />
