reclamation is being accomplished . No excess materials are <br /> expected to exist beyond those required for grading and backfilling <br /> during the highwall - reclamation. No woody materials will be <br /> buried in backfilled areas unless approved by the MLRB. No <br /> unlined or unprotected drainage channels will be constructed on <br /> backfills unless they are considered to be stable and not subject <br /> to erosion, and approved by the Board . <br /> 4 . Variances from approximate original contour <br /> restoration requirements <br /> Mid-Continent has requested variances from approximate <br /> original contour restoration requirements resulting from the <br /> steep slope mining conditions existing in Coal Basin. The areas <br /> of primary concern are the mine bench highwalls and steep cuts <br /> along the haul road system. Approval is being withheld pending <br /> the results of, geotechnical stability testing of the materials <br /> that would be available for reclaiming the highwalls . The public <br /> access road and some of the haul roads will be retained as Forest <br /> Service management roads and to support post mining land uses as <br /> outlined in Chapter VII . The light use road system can be reclaimed <br /> in the approved manner without variance considerations . Some of the <br /> mine portal benches will be retained to support post mining land <br /> uses as outlined in Chapter VII. The mine portal areas are at <br /> 10 , 000 feet elevation where the surface geography is extremely <br /> rugged and irregular . The highwalls of the mine portal benches <br /> and road cuts , even if not completely backfilled will adhere to <br /> the approximate original contour of the steep, uneven slopes of <br />
