r <br /> When the rock tunnels are completed the coal will <br /> move out one of the tunnels by belt conveyor and then from <br /> the tunnel portal to the preparation plant by an overland belt <br /> conveyor . The truck haul from mine portal to the plant will have <br /> been eliminated. <br /> The third phase is the handling of the coal as it is <br /> processed through the preparation plant . This procedure is <br /> described in detail in Section II . B . 4 . a(2) .
