basins at the exits of culverts where excessive erosion could <br /> occur . Other culverts divert runoff through disturbed areas so <br /> as not to cause additional erosion. All culverts have been <br /> located, installed and will be inspected periodically under the <br /> supervision of a registered engineer . <br /> 6 . Topsoil <br /> The depths of topsoil in those portions of Coal Basin <br /> that lie within the mine permit area are generally quite shallow <br /> due to the steep slopes where the underlying Mancos shale is <br /> often exposed (See Soils Resource Information, Section G, Chapter <br /> III) . Mid-Continent operational plans during this permit period <br /> will require very little additional surface disturbance. Only <br /> those activities related to the expansion of the coal refuse <br /> disposal area, the rock tunnel spoil disposal area and the <br /> upgrading of 'the hydrologic diversion and sedimentation control <br /> systems will require surface disturbance. In these areas, the <br /> vegetation will be removed, and the topsoil salvaged, stored and <br /> maintained until it is needed for rehabilitation of the disturbed <br /> areas . <br /> Prior to salvaging the topsoil, vegetation will be <br /> cleared from areas to be disturbed and disposed of by approved <br /> methods . Then all topsoil and subsoils as determined by a MLRD <br /> approved site specific soil survey will be salvaged and stored <br /> separately using scrapers, front-end loaders and dump trucks . <br /> Storage piles will be posted with approved signs that will <br /> identify the soil horizons contained therein. The topsoil <br /> stockpiles will be stabilized with a temporary vegetative cover <br /> and protected from wind and water erosion. <br />
