The objective in this recommendation is to have possible subsidence <br /> covered under the Permit even though the area is outside the lease, thereby <br /> negating the need for additional permitting. <br /> We note in CMLRD'S Permit Revision 42 of February 1986 that "No new surface <br /> disturbance is included in this permit revision", and concur with the revision <br /> on that basis. <br /> I do note the existence of Mid-Continent's proposed rock tunnel on their <br /> application map. We have also received an unofficial proposal from <br /> Mid-Continent to construct 1.42 miles of new road to access anticipated methane <br /> gas wells. <br /> In view of these two anticipated activities, plus others which have been <br /> mentioned by Mid-Continent such as a tunnel portal, vent fans, and methane gas <br /> wells with possible gas lines, it might be prudent to include forseeable <br /> activities such as these in the overall Mine Plan Revision at this time. <br /> During recent scoping sessions, concern was expressed from several sources <br /> regarding a more long-range plan rather than a piece meal approach to <br /> development. Primary issues identified were: <br /> 1. Cumulative effects of roads and other probable development on the west side <br /> of Huntsman Ridge. <br /> 2. Maintaining non-motorized dispersed recreation. <br /> 3. Noise - especially regarding ventilation shafts. <br /> 4.
