L � <br /> Descriptions of each type of road, as well as <br /> of the conveyor systems utilized within the permit area follow: <br /> (2) Haul roads <br /> The twelve miles of haul roads within Coal <br /> Basin are used by buses, trucks and administrative vehicles to <br /> transport men, equipment and supplies within the five mine and <br /> preparation plant complex. They are also used by the 30 ton off- <br /> highway trucks to transport the run-of-mine coal from the mines <br /> to the preparation plant. These haul roads were constructed on <br /> lands owned by Mid-Continent, on Forest Service lands and within <br /> a Federal coal lease area. Authority to construct and utilize <br /> these roads are contained in a special use permit from the Forest <br /> Service and by the terms of the Federal coal lease (See Chapter <br /> I, Section C) . <br /> The haul roads, which connect the preparation <br /> plant at 8, 000 feet with the mines at approximately 10, 000 feet <br /> elevation were constructed with grades ranging from 2% to 9% on <br /> the most stable slopes . These haul roads have been designed for <br /> 365 days per year availability.
