Prior to disposing of any rock in the desig-
nated area, the ground was first cleared of vegetation with
bulldozers and the topsoil salvaged and stockpiled in accordance
with applicable regulations . The salvaged topsoil and B Horizon
material has been stockpiled and revegetated with the 8, 000 foot
elevation seed mix. Initially, 8 to 12 inches of topsoil will be
placed on the final rough-graded- surface. See Appendix II-B-5
and Exhibit II-B-4 for maps and cross-sections of the rock-spoil
disposal area. The appropriate seed mix for revegetating the
rock-spoil disposal area will be determined and approved by the
Mined Land Reclamation Division at the completion of the tunnel
excavation. Straw will be used as a mulch and applied at a rate
,of 3 , 000 to 4 , 000 pounds per acre.
(6) Mitigation of environmental impacts
During the life of mining operations in Coal
Basin, the company will pursue an active program in the rock
tunnel portal disturbed area to mitigate- environmental impacts to
the extent possible. Reclamation of those disturbed areas where
activities are no longer required once the tunnel is in operation
will be accomplished during operations as indicated in Table II-
B-1 . Following the cessation of the mining operations the rock
tunnel portal area will be reclaimed as outlined in Chapter v,
Reclamation Plan. As part of the sediment control plan in the
rock tunnel portal area, the Company has initiated an intensive
revegetation program for the disturbed steep and inaccessible
slopes created by the tunnel construction.
