Coal Creek stabilization: The operator's agreement to <br /> participate in discussions and to cooperate in coordinated <br /> efforts to stabilize and improve the Coal Creek watershed through <br /> revegetation, stabilization and watershed management programs. <br /> Those programs are currently being pursued by the County. the <br /> Forest Service, the North West Colorado Council of Governments, <br /> the Soil Conservation Service, the Division of Wildlife and other <br /> relevant agencies. <br /> This Amendment is hereby promulgated as provided for in <br /> Paragraph 23 of County Special Use Permit #86-139. This <br /> Resolution constitutes written notice to Mid-Continent of the <br /> County's intent to amend Permit #86-139 as described herein. It <br /> takes effect upon Mid-Continent's agreement with the amendment as <br /> proposed, or, if Mid-Continent objects to the proposed amendment <br /> within a seven day period, upon the completion of an <br /> administrative public hearing and Commissioners' ruling as <br /> provided for in Paragraph 23 of Special Use Permit #86-139 . <br /> Enforcement of the amendment as finally enacted may be further <br /> stayed pending final administrative and judicial review which may <br /> be initiated by Mid-Continent under Rule 106 (b) , Colorado Civil <br /> Rules Procedure. <br /> County Special Use Permit #86-139 remains in effect and in good <br /> standing during the amendment process as described above. It is <br /> the explicit intent- of the County that the suspension procedure <br /> 4 <br />
