RESOLUTION <br /> OF THE BOARD OF PITKIN COUNTY COMMISSIONERS <br /> AMENDING SPECIAL USE PERMIT # 86-139 <br /> FOR THE MID-CONTINENT RESOURCES COAL BASIN MINES <br /> RESOLUTION <br /> WHEREAS Mid-Continent Resources Coal Basin mines are permitted <br /> under Pitkin County Special Use Permit # 86-139, which expires on <br /> December 8, 1991, and <br /> WHEREAS Mid-Continent resources has ceased active mining <br /> operations at its Coal Basin Mines indefinitely pending sale to <br /> an unknown buyer, and <br /> WHEREAS several activities now in progress or contemplated at the <br /> Coal Basin Mines were not addressed in Special Use Permit #86- <br /> 139, including improvements to the mine water treatment system <br /> which was the source of several previous environmental <br /> violations, and removal of coal spoils from their disposal areas <br /> for use as fuel for electrical power generation, and <br /> WHEREAS concerns of Pitkirr County regarding the impacts of these <br /> and other activities and conditions at the Coal Basin Mines <br /> remain unresolved, and <br /> WHEREAS Special Use Permit #86-139 recognizes the primary <br /> responsibility of the State of Colorado for regulating the <br /> activities and impacts of coal mining, and <br /> WHEREAS, The State of Colorado Mined Land Reclamation Division <br /> (MLRD) is developing an interim inspection and operations plan <br /> for Mid-Continent during the period that they remain idle, and <br /> 1 <br />
