We do not find the discrepancy between the County and State <br /> permits, in regard to the construction deadline for the water <br /> treatment plant, to be contradictory. We have no objection to the <br /> County permit condition nor do we question its validity. <br /> MARCH 13, 1991 DIVISION OF WILDLIFE LETTER <br /> 1 . We will be meeting with the Forest Service in early April and will <br /> try to come to agreement with the Forest Service and Mid-Continent <br /> on short and long term haul road and portal bench maintenance, <br /> stabilization and reclamation needs, as well as a schedule for <br /> submittal of appropriate plans and time tables for implementing <br /> such plans. <br /> 2. In regard to identification of potential sources of toxicity, core <br /> sampling of the refuse piles may not be necessary. Alluvial <br /> monitoring wells and surface water sampling sites immediately below <br /> both the old and new refuse piles have been in place for a number <br /> of years , and that monitoring data is on file and available for <br /> review. If potential toxins which have not been included in <br /> previous sample analyses are suspected, it would be appropriate to <br /> collect water samples from potential contaminant sources, such as <br /> the refuse piles , mine water discharge, etc. , as well as possible <br /> non--mine related sources and analyze for the parameter(s) of <br /> concern. We would certainly be willing to participate in this <br /> effort. <br /> 3.
