AMERICORPS* NATIONAL CIVILIAN COMMUNITY CORPS <br /> INTRODUCTION <br /> BACKGROUND <br /> The Defense Authorization Act of 1992 established the Civilian Conservation Corps <br /> (CCC). The drafters of this legislation, a bipartisan group of Congressional leaders, sought to <br /> provide a mechanism whereby the youth of this country could serve their nation in lieu of <br /> volunteering for military service. On September 21, 1993,President Clinton signed an historic <br /> piece of legislation,the National and Community Service Trust Act,which Created AmeriCorps <br /> -- a program providing the opportunity for thousands of Americans to work in service projects in <br /> the areas of the environment,public safety, education and human service. <br /> The AmeriCorps*National Civilian Community Corps(AmeriCorps*NCCC) is a national, <br /> residential service-learning program that offers community service opportunities for young <br /> Americans in return for educational financial awards. Drawing on the best methods used by <br /> civilian service projects,the AmeriCorps*NCCC will add the experience of the Armed Forces in <br /> motivating and training American youth. <br /> Each AmeriCorps*NCCC campus serves local and regional community needs. The <br /> AmeriCorps*NCCC provides human and logistical resources to sponsoring communities, <br /> counties,city, state and federal agencies and non-profit community-based organizations. While <br /> Corps Members serve their country in the four program areas of the National and Community <br /> Service Trust Act(Environment, Education,Public Safety and Human Needs),the <br /> AmeriCorps*NCCC will focus primarily on the environment(see Appendix C). All projects must <br /> meet important needs that cannot be addressed by existing financial and human resources. The <br /> desired minimum project length is one month, although special short-term,high visibility <br /> projects will be considered. All projects must have local sponsors. <br /> The Corps Members live in AmeriCorps*NCCC campuses located on down-sized or <br /> closed military facilities. They can be housed at remote locations for project purposes. Corps <br /> Members will receive special pre-service training to prepare them to serve the sponsoring <br /> agencies'needs. Usually,projects will employ a work crew of twelve to fourteen Corps <br /> Members constituting the fundamental unit;the AmeriCorps*NCCC team.
