r <br /> RENEWAL OF <br /> CONSTRUCTION DEWATERING <br /> OPERATIONS IN COLORADO <br /> GENERAL PERMIT FOR DISCHARGE <br /> RATIONALE <br /> COLORADO DISCHARGE PERMIT NUMBER: COG-070000 <br /> Update <br /> This is for renewal of the general permit for Construction Dewatering <br /> Operations which was originally issued November 2, 1983. <br /> The General Permit system for regulating discharges from the construction <br /> operations has worked well for the State. In the past discharges from oil and <br /> gasoline groundwater clean-ups have been included under this general permit. <br /> After a review of this procedure a decision was made to discontinue this <br /> allowance. Such facilities do not fall under the definition of Construction <br /> Dewatering operations and thus can not be regulated under this permit. <br /> Most of the other conditions of the original permit and rationale are still <br /> applicable, a copy is attached for reference. The most significant change is <br /> that of the definition of the 30 day average limitation for total suspended <br /> solids. The previous permit used a definition based upon the mean of a <br /> minimum of three samples while 'the new definition is the mean of all samples <br /> collected. The significance of .this change is that if only one sample is <br /> collected in a month, compliance with the 30 mg/l limit is required. <br /> Reauthorization <br /> Part I.A.1 of the permit specifies that authorization to discharge under this <br /> general .permit will expire on September 30, 1993, thus facilities wishing <br /> continual coverage under this permit must reapply by April 1, 1993. <br /> Patricia Nelson <br /> Maureen Dudley <br /> June 15, 1988 <br /> Public Notice Comments <br /> This permit, as originally public noticed on July 15, 1988, contained <br /> limitations and monitoring requirements for oil and gas groundwater clean-up <br /> operations. EPA commented that inclusion of such clean-ups was beyond the <br /> scope of this general permit. After review the Division concluded that this <br /> was true. Thus the general permit has been revised; the requirements for <br /> clean-up operations currently certified under this general will be converted <br /> to individual permits during the recertification stage. <br /> Patricia Nelson <br /> August 17, 1988 <br />
