September 18, 2012 C- 1981 - 041 /Roadside Portals MPB <br />The North Portals area was inspected. Coal Creek was dry at the time of the inspection. <br />The clean water diversion ditch at the reclaimed North Portals from the Coal Canyon Access road to the far <br />eastern end was inspected. The flume has been removed at the east end and a new permanent ditch as per the <br />reclamation plan approved with PR -5 is under construction. SCC's contractor CSI was working at this ditch <br />location during this inspection (Photograph No. 6). The clean water ditch above this location will be retained as a <br />permanent feature. <br />Drainage and diversion ditches were stable and dry with no significant erosion or other problems noted. Only the <br />North Collection Ditch at the South Portals area had a very small amount of water flowing in it which originates <br />from the South Portals French Drain. <br />The one remaining site Sedimentation Pond (Pond 9) at the South Portal area was inspected. The pond was dry. <br />The pond embankment and inlet were stable. Pond 9 receives very little flow typically only during a significant <br />precipitation event. A small trickle of flow from the South Portal French Drain system is directed to Pond 9 but <br />the flow does not make it all the way to the pond. Pond 9 will be reclaimed in the near future. SCC is in the <br />process of designing a permanent channel to be constructed in its place, the design of the channel will be <br />submitted to the Division as a technical revision. <br />PROCESSING WASTE /COAL MINE WASTE PILES — Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br />The CRDA waste disposal sites were stable, diversions and perimeter ditches appeared functional. The RSRDA <br />was inspected at the South Portal. This refuse pile is stable with well constructed lateral and perimeter ditches. <br />The vegetation is well established on the RSRDA. <br />ROADS — Rule 4.03 <br />Construction 4.03.1(3)/4.03.2(3) <br />Drainage 4.03.1(4)/4.03.2(4) <br />Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) <br />Reclamation 4.03.1(7)/4.03.2(7): <br />Roads were dry and in good condition.
