Tonya Hammond of Snowcap <br />Coal Company (SCC) was present during the entire inspection. Weather conditions were sunny and warm. <br />Ground conditions were dry. <br />AVAILABILITY OF RECORDS — Rule 5.02.4(1): <br />The availability of records was checked on the afternoon of 9/19/12. All required records were on file and <br />available for review at J.E. Stover & Associates offices. No problems were noted with the records review. See the <br />attached Availability of Records checklist. <br />BACKFILL and GRADING — Rule 4.14 <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination 4.14.1(2)(f); <br />Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br />Reclamation work is ongoing at the North Portal and CRDA locations. Sediment Ponds 6, 10, 11, and 13 are now <br />fully reclaimed with topsoil replaced. Coal Gulch and Coal Creek remain in their current configuration and were <br />not impacted during the reclamation of the ponds. The large Coal Gulch culvert that crosses beneath the access <br />road below Pond 11 was cleaned out as requested during the last inspection (see Photograph No. 1).
