September 20, 2012 C- 1981 - 028 /Keenesburg Strip Mine JLE <br />At the time of the inspection, Mr. Kipp was conducting the subsurface water sampling for this quarter. I observed <br />the sampling procedure at well AMW -2. The sampling plan and procedure is outlined on page 56 and 57 of <br />section 2.04.7 of the permit. The proper procedures for collecting the groundwater samples were followed. <br />ROADS — Rule 4.03 <br />Construction 4.03.1(3)/4.03.2(3); Drainage 4.03.1(4)/4.03.2(4); Surfacing and Maintenance4.03.1(5) and <br />(6)/4.03.2(5) and (6); Reclamation 4.03.1(7)/4.03.2(7): <br />The haul road from the shop to the B pit area appears to have been recently graded and maintained. <br />REVEGETATION — Rule 4.15, Vegetative Cover; Timing: <br />As indicated in the topsoil section, the Operator recently added additional topsand onto Area 25. According to Mr. <br />MacDonald and Mr. Kipp, they intend to seed the area when the soil conditions are optimal in late October or <br />early November. <br />SUPPORT FACILITIES - Rule 4.04: <br />The shop and the facilities area were observed and no problems were noted. <br />TOPSOIL — Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br />The Operator has recently placed approximately 9 3 /4 inches of B Horizon topsand on Area 25 as well as Biocomp. <br />The area appears stable. <br />Topsand piles A -1, A- and B -1 were observed and appeared stable. Topsand pile B -I was recently excavated on <br />the southern end of the pile to be used for Area 25.
