The <br />weather was clear and sunny at the time of the inspection. I, Jared Ebert with the Colorado Division of <br />Reclamation, Mining and Safety conducted the inspection. Mr. Don MacDonald and Danny Kipp of Coors <br />Energy accompanied me on the inspection. <br />AIR RESOURCE PROTECTION — Rule 4.17: <br />The haul roads appeared to be well maintained and watered. Also, the Operator is placing the required amount of <br />spoil on top of the backfilled fly ash for dust control. <br />BACKFILLL and GRADING — Rule 4.14; Contemporaneous Reclamation 4.14.1; Approximate Original Contour <br />4.14.2; Highwall Elimination 4.14.1(2)(f); Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials <br />4.143; Stabilization of Rills and Gullies 4.14.6: <br />The Operator has completed one row of backfilling at the southern end of B Pit above the 2nd lift of fly ash with <br />spoil material. Several six foot metal poles are used as elevations guides for the backfilling operation. It appears <br />the Operator has backfilled this portion of the site with the required amount of spoil material. <br />Spoil is excavated from the long tern spoil pile and hauled to the B Pit area. This area consists of a shallow <br />excavation into the pile with a southern aspect resulting in a gentle slope. <br />HYDROLOGIC BALANCE - Rule 4.0; Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, <br />4.05.6; Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2, Ground Water <br />Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage — Acid and Toxic Materials 4.05.8; <br />Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Sediment Pond B and the Dugout pond were observed.
