September 10, 2012 C- 1981 -035 /King Coal Mine MLT <br />telephone on September 13, 2012 that subsequent to my inspection they found the pipe, <br />discovered that the end had been broken off, and that it would repaired.) <br />• The King II Sediment Pond was dry. <br />Mr. Wymore and I re- visited the King 11 belt portal bench, to evaluate the surface runoff <br />issue identified in the Division's Aug. 29, 2012 inspection report. The topography of the <br />bench is not conducive to directing all of the flow to the roadside ditch, as is shown on Map <br />King II -007A. (The southwestern portion of the bench must be kept low enough to allow <br />equipment to pass beneath the conveyor.) Mr. Wymore explained that the majority of the <br />water that collects at this spot drips from the conveyor overhead, which must be kept wet. In <br />a follow -up phone conversation with Mr. Bird on Sept. 13, 2012, we discussed that the <br />permit should be revised to show the features (currently a culvert and rip- rapped slope) <br />which convey flow from this area to the yard below. <br />GENERAL MINE PLAN COMPLANCE: <br />Mr. Bird showed me the current mine plan map, which includes the areas under the separate <br />jurisdictions of OSM and the Division. The underground workings are all confined to coal <br />located east and southeast of East Alkali Gulch. The A Seam outcrops on the slope of the <br />gulch; GCC would be unable to mine into areas north and west of the gulch without the <br />construction of additional surface disturbance. The map also showed several adjacent areas, <br />located southeast of East Alkali Gulch, for which GCC has been in the process of acquiring <br />additional coal leases, with the BLM. <br />OTHER (County Land Use): <br />GCC is presently moving through the process of acquiring a Class II Land Use Permit with <br />La Plata County, given the proposed expansion of the mine and an anticipated increase in <br />coal truck traffic using the County road system. On the evening of September 11, 2012, the <br />Division (Marcia Talvitie) attended a Neighborhood Compatibility Meeting hosted by the <br />County. The NCM provided residents with an opportunity to learn more about the mine's <br />operation, and to express any concerns or complaints that they may have. Participants <br />expressed concerns regarding truck traffic on the County Roads, noise from the surface <br />facilities, vibration, and diminished water quality in their wells. <br />Number of Partial Inspection this Fiscal Year: 2 <br />Number of Complete Inspections this Fiscal Year: 1 Page 3 of 5 <br />
