Wade Wymore represented the operator, GCC Energy, LLC, <br />during the records check and field inspection of the King I and King II surface facilities. Skies <br />were overcast, with a few light sprinkles, but ground conditions were dry throughout the area. <br />AVAILABILITY OF RECORDS — Rule 5.02.4(1): <br />• Mine records were available for review at Tom Bird's office at the King II facility. A <br />completed DRMS Availability of Records form is attached to this report. <br />EXCESS SPOIL and DEVELOPMENT WASTE — Rule 4.09 <br />Placement; Drainage Control; Surface Stabilization: <br />The operator has end - dumped a series of loads of King II development waste on top of the <br />permitted refuse pile at the King I facility. Mr. Wymore and I discussed that when <br />equipment is brought on -site to distribute and compact the waste, the surface of the pile will <br />be graded as shown on Map King I -014, with a 2% cross slope from north to south, and 1% <br />slope from east to west. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures <br />4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; <br />Surface Water Monitoring 4.05.13; Drainage — Acid and Toxic Materials 4.05.8; Impoundments <br />4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />• The East and West Sediment Ponds at King I were dry. <br />• We attempted to locate the outlet end of the 8" PVC pipe that carries flow from the West <br />Pond to the East Pond, but our efforts were unsuccessful.
