• <br />as submitted and shall not imply nor indicate anything about the outcome <br />of the subsequent comprehensive technical review. An affirmative decision <br />concerning completeness shall not prevent the Department from asking <br />that the applicant provide additional information or clarifications of the <br />information contained in the application as submitted during the <br />comprehensive technical review described in Subsection 1.6.6 below. <br />1.6.6 (A) An application for a certificate of designation for a proposed solid <br />wastes disposal site and facility and associated technical documents which <br />have been determined to be acceptable with regard to completeness shall, <br />then, undergo a comprehensive technical evaluation to determine whether <br />the site and facility, as proposed and documented in the submitted <br />• information, can meet the requirements of these regulations and the statute <br />under which the regulations were adopted. This comprehensive technical <br />review shall be the basis for the recommendations of the Department to the <br />local governing body having jurisdiction concerning approval or disapproval <br />of the proposed site and facility. Any technical conditions of approval made <br />by the Department in its final report shall be incorporated as requirements <br />in the certificate of designation. <br />(B) The Department shall complete the comprehensive technical review of <br />each application for a solid waste disposal site and facility within one <br />hundred and fifty (150) days after the completeness review period, <br />specified in Subsection 1.6.6 above, has elapsed. <br />1.6.7 (A) For each application, upon the completion of the review discussed in <br />Subsection 1.6.6 above, the Department shall evaluate the work load <br />already assigned to solid waste application review staff and the <br />approximate length of time needed to complete these assignments. If it is <br />determined that a comprehensive technical review of an additional <br />application can not be completed within one hundred and fifty (150) days, <br />the Department shall select a contractor from a list of <br />qualified contractors to participate in the review of the application. <br />• <br />(B) Upon selection for participation in the comprehensive technical review <br />of an application for a certificate of designation for a specific solid waste <br />disposal site and facility, the contractor selected shall receive from the <br />Department a copy of all documents submitted as part of the application <br />and shall provide to the Department within seven (7) days of selection: (1) <br />A written statement which verifies that no conflict of interest exists with <br />regard to contractor's previous or current activities and the site or applicant <br />in question in that comprehensive technical review; (2) A work plan which <br />identifies the personnel and schedule for the technical review of the <br />specific application and technical documents submitted as part of that <br />July 1, 2007 <br />• <br />34 <br />
