0 <br />"Nonfriable asbestos waste" means any asbestos waste other than friable <br />asbestos waste. <br />"Nuisance conditions" are those which may result from explosive gas, bird <br />hazards, disease vectors, odors, windblown solid wastes or cover materials, open <br />burning, water pollution, air pollution, noise pollution and traffic congestion. <br />"Open burning" means the uncontrolled or unconfined combustion of solid <br />wastes at a facility for solid waste disposal without the following: Control of <br />combustion air to maintain adequate temperature for efficient combustion; <br />containment of the combustion reaction in an enclosed device to provide sufficient <br />residence time and mixing for complete combustion; and control of the emission of <br />the combustion products. <br />"Operator" means the person(s) responsible for the overall operation of a facility <br />or part of a facility. <br />"Other Compatible Materials" means the minimum quantity of materials <br />necessary to achieve and maintain an appropriate porosity, moisture level or <br />carbon to nitrogen (C:N) ratio for proper composting. Such materials are limited to <br />Type 1 feedstocks as defined in Subsection 14.1.4 of these Regulations, or other <br />materials approved by the Department and governing body. <br />"Owner" means the person(s) who owns a facility or part of a facility. <br />"Passenger tire equivalents" means a conversion measurement that is used to <br />estimate waste tire weights and volume amounts defined as an average sized <br />whole passenger /light truck tire weighing twenty -two and one -half (22.5) pounds <br />and occupying a volume of four (4) cubic feet. <br />"Pathogens" means disease - causing organisms. <br />"Pathological waste" means all tissues, organs, limbs, products of conception, <br />and other body parts removed from the whole body. Includes, but is not limited to, <br />tissues; organs; body parts removed during surgery, autopsy or other medical <br />procedures; and human anatomical remains. Also includes contaminated animal <br />tissue (including animal carcasses and body parts) from animals known to have <br />been exposed to infectious substances during research, production of biologicals, <br />testing of pharmaceuticals, or other exposures and those known or suspected of <br />being contaminated with infectious substances known to be contagious to humans. <br />This does not include contaminated animal waste that is regulated under Section <br />14 of these regulations. <br />16 <br />September 30, 2011 <br />
