"Liner" means a continuous layer of natural or man -made materials beneath and <br />on the sides of a waste impoundment or landfill which restricts or prevents the <br />downward or lateral escape of solid waste, its constituents, or leachate. A liner is <br />also used in cap construction to prevent and control vertical movement of fluids. <br />"Liquid waste" means any waste material that is determined to contain "free <br />liquid ". <br />"Lithified earthen material" means all rock, including all naturally occurring and <br />naturally formed aggregates or masses of minerals or small particles of older rock <br />that formed by crystallization of magma or by induration of loose sediments. This <br />term does not include man -made materials, such as fill, concrete, and asphalt, or <br />unconsolidated earthen materials, soil, or regolith lying at or near the earth surface. <br />"Local governing authority" means the governing body having jurisdiction. <br />"Local requirements" means all zoning, laws, resolutions or ordinances related <br />to or enforced on solid waste disposal promulgated by counties, municipalities or <br />other political subdivisions of the state and the specifications and requirements <br />identified as part of a certificate of designation. <br />"Lower explosive limit" means the lowest percent, by volume, of a mixture of <br />explosive gas or gases in air that will propagate a flame at 25 0c (770f) and at <br />standard atmospheric pressure. <br />"Lubricating oil" as used in Section 16 of these Regulations means the fraction <br />of crude oil or synthetic oil used to reduce friction in motorized equipment. <br />"Lubricating oil" includes rerefined oil. <br />"Management" means the handling, storage, collection, transportation and <br />disposal of solid waste. <br />"Manure" means accumulated animal excrement. This includes feces and urine, <br />• as well as any bedding material, spilled feed, or soil that is mixed with feces or <br />urine. <br />"Material recovery facility (MRF)" means a facility designed to receive and <br />process recyclable materials. <br />"Maximum horizontal acceleration in Lithified earth material" means: (1) The <br />maximum expected horizontal acceleration depicted on a seismic hazard map, witl, <br />a 90 percent or greater probability that the acceleration will not be exceeded in 250 <br />years; or (2) The maximum expected horizontal acceleration based on a site - <br />specific seismic risk assessment. <br />September 30, 2011 <br />0 <br />13 <br />
