U <br />"Karst terrains" means areas that are characterized by surface and subterranean <br />features, and that are developed as the result of dissolution of limestone, dolomite, <br />or other soluble rock. Characteristic physiographic features present in karst <br />terrains include, but are not limited to sinkholes, sinking streams, caves, large <br />springs, and blind valleys. <br />"Land application facility" means an area where solid wastes are applied onto or <br />incorporated into the soil surface for the purposes of biological degradation, <br />treatment, final disposal, or beneficial purposes. <br />"Land disposal" as used in Section 16 of these Regulations means placing, <br />discarding, or otherwise disposing of residentially generated solid wastes: <br />(a) In any solid wastes disposal site and facility, transfer station, or treatment, <br />storage or disposal facility operated by the state, a local government, or a private <br />entity; <br />(b) In sewers, drainage systems, septic tanks, surface or ground waters, <br />watercourses, or any body of water; or <br />(c) On the ground. <br />"Landfill" means a discrete area of land or an excavation where solid wastes are <br />placed for final disposal, which is not a land application unit, waste impoundment, <br />or waste pile. Landfills include, but are not limited to, ash monofills, construction <br />and demolition landfills, industrial landfills, sanitary landfills, tire monofills and <br />similar facilities where final disposal occurs. <br />"Landfill phase" means a subpart of a landfill. <br />"Lateral expansion" means any horizontal expansion of previously approved <br />waste management unit boundaries for which the Department has not approved <br />as -built construction documents. <br />"Leachate" means liquid that has passed through or had contact with solid wastes <br />and may contain soluble, miscible, or suspended constituents removed from the <br />• wastes. <br />"Lead -acid battery" as used in Section 16 of these Regulations means a battery <br />that: <br />(a) Consists of lead and sulfuric acid; <br />(b) Is used as a power source; and <br />(c) Is not intended as a power source for consumer products. <br />"Leak tight" means that solids, liquids, or gases cannot escape or spill out.
