E <br />"Agricultural wastes" means all solid wastes resulting from the raising of crops <br />or animals on land zoned agricultural by local requirements, including animal <br />manures, that are returned to the soils as fertilizer or soil conditioners. In addition, <br />agricultural waste means all carcasses and carcass by- products resulting from any <br />mass livestock mortality that is the result of an all- hazards event or depopulation <br />ordered by the state veterinarian or other appropriately designated authority. <br />"Air pollutant" means any fume, smoke, particulate matter, vapor, gas or any <br />combination thereof which is emitted into or otherwise enters the atmosphere. "Air <br />pollutant" includes, but is not limited to, any physical, chemical, biological, <br />radioactive (including source material, special nuclear material, and by- product <br />E material) substance or matter. "Air pollutant' does not include water vapor or <br />steam condensate. <br />"Air pollution" means any detectable concentration of one or more air pollutants <br />in the ambient air that has caused, is causing, or if unabated may cause injury to <br />human, plant or animal life, or injury to property, or which unreasonably interferes <br />with the comfortable enjoyment of life or property. <br />"Airport" means an airport open to members of the public without prior permission <br />and without restriction, within the physical capabilities of the facility. <br />"All- hazards event" means the occurrence of any catastrophic event or incident <br />that is either natural, such as a blizzard, fire, flood, tornado, earthquake, or disease <br />outbreak or man -made and that could be of biological, chemical, radiological, <br />nuclear or explosive origin. <br />"Amended application" means a document which proposes modifications to an <br />existing facility that constitutes a change in operations to that existing site or <br />facility. <br />"Ancillary equipment" means any device such as, but not limited to, piping, <br />4D fittings, flanges, valves, and pumps that is used to distribute, meter, or control the <br />flow of material from its point of generation or transport to a storage or treatment <br />tank(s), between material storage and treatment tanks to a point of disposal onsite, <br />or to a point of shipment for disposal off -site. <br />"Animal material" means any material derived from animal products that are for <br />consumption by humans or animals. The generators of these products include, but <br />are not limited to, agriculture, food manufacturing and processing industries, <br />restaurants, hospitals and food distributors.
