Design and Operations Plan <br />Western Gravel E & P Waste Disposal Facility <br />4.0 SITE MANAGEMENT <br />4.1 OPERATING HOURS <br />The facility will be opened to receive waste and/or conduct landfilling operations 6 days per week (Monday <br />through Saturday) from 7 A.M. to 5 P.M. or based upon appointment. <br />4.2 PERSONNEL, FACILITY, AND EQUIPMENT REQUIREMENTS <br />The number of employed landfill personnel will vary based upon incoming waste volume, landfill <br />improvement activities (e.g. cell construction), and maintenance needs. Equipment to be used at the landfill <br />will vary based upon landfill needs and on -going activities. Equipment shall be available and capable of <br />conducting the required work in order to properly manage waste. Existing equipment used for gravel mining <br />and aggregate processing is currently located at the facility and will be used as needed. In general, over the <br />life of the facility, equipment will include dozers, wheeled loaders, scrapers, track hoes, fueling trucks, off - <br />road haul trucks, and water truck. The exact equipment list may vary. <br />An existing portable office trailer including portable scales is currently located at the facility access gate and <br />is used for gravel mining and aggregate processing operations and sales and will also be used for landfill <br />operations. <br />4.3 WATER SUPPLY /SANITATION <br />Portable toilets are currently used for mining operations and off -site potable water is transported to the <br />facility. Portable toilets will be maintained and serviced regularly during the interim until a permanent <br />sanitary septage system is constructed. <br />4.4 WASTE DISPOSAL <br />General facility wastes shall be managed and disposed in accordance with current practices (i.e., <br />containerized and hauled to the county landfill). <br />4.5 UTILITIES <br />Utilities that currently service the office trailer /scales facility will be used including Quest telephone service <br />and White River Electric Association. Additional utilities associated with proposed landfill cells a re not <br />planned A portable generator may be used periodically, as required. <br />4.6 DOCUMENTATION <br />• Certificate of Designation. <br />• Applicable permits. <br />• Accepted waste volumes recorded daily and summarized m onthly. <br />• Facility Design and Operations Plan. <br />• Any waivers granted by CDPHE. <br />NWCC, Inc. <br />October 24, 2011 <br />Page 41 of 51 <br />Landfill documentation requirements are a major component of the Regulations and must be complied with. <br />The landfill Operating Record must be maintained at the facility in a file specifically labeled and used for <br />Operating Record purposes. At a minimum, the Operating Record shall include the following. <br />
