Design and Operations Plan October 24, 2011
Western Gravel E & P Waste Disposal Facility Page 37 of 51
Composite samples must be submitted to the analytical laboratory. Grab samples may not be used for waste
characterization purposes. Each composite sample shall consist of a minimum of 5 sub - samples. Contaminant
stockpiles must be opened in order to collect a representative sample. Near surface or incorrectly collected
samples will not be acceptable for evaluation purposes. WGDF reserves the right to observe sample collection
and handling techniques in order to determine if appropriate methods are used. In addition, WGDF may collect
duplicate samples in order to evaluate sampling and handling techniques and laboratory results.
3.9.4 Waste Acceptance
A non - hazardous waste manifest or copy of the waste disposal request letter must accompany the waste
during transportation to the facility. The waste must be identified as exempt E &P waste and include
generator name, specific type and volume of waste, and name and signature of the transporter. The generator
must state on the manifest or disposal request letter if the material is exempt E &P waste. Upon receipt,
landfill personnel shall compare the manifest to the waste characterization form and WGDF acceptance
letter.
3.9.5 Unacceptable Waste
Unacceptable waste includes but is not limited to the following.
• Containerized (e.g. drummed) materials
• General trash debris
• Empty chemical containers
• Liquids (wastes failing the paint filter test)
• Flammable materials
• Liquid volume (e.g. barrels and /or tanks of liquids)
3.9.6 Acceptable Waste
Acceptable waste for disposal includes but is not limited to the following.
• Exempt E &P waste (e.g. drill cuttings, drilling mud, and condensate).
• Non - exempt E &P waste (e.g. drill pad releases related to petroleum products, various operations
releases).
• Motor vehicle petroleum releases (e.g. highway accidents).
• Petroleum remedial activities associated with spills and releases.
• Soil/mud amendment materials (e.g. wood chips, soil).
Note that waste must pass a paint filter test in order to be considered for disposal at the facility.
3.9.7 Records
Waste documentation will be maintained in the facility Operating Record. Documentation shall generally
include acceptance or rejection letter, waste characterization forms, analytical reports, MSDS, manifest
records, and any other additional disposer submittals.
NWCC, Inc.
