Design and Operations Plan <br />Western Gravel E & P Waste Disposal Facility <br />Drill Cuttings /Mud <br />PCS <br />• Resource Conservation and Recovery Act (RCRA) total metals including arsenic, barium, <br />cadmium, chromium, lead, mercury, selenium, and silver <br />• Volatile organic compounds (extended suite of VOCs) including BTEX <br />• Semi - volatile organic compounds (SVOCs) including polynuclear aromatic hydrocarbons (PAH) <br />if TPH results exceed 5,000 milligrams per kilogram (mg/kg). <br />• Total petroleum hydrocarbons (TPH) for diesel range organic (DRO) compounds, gasoline range <br />organic (GRO) compounds, and/or oil and grease. <br />• Radiological (i.e., gross Alpha/Beta, < 40 Pico curries per gram [pCi /g] will be accepted for <br />disposal). <br />• Paint filter <br />• Ignitability (Flashpoint) <br />• Resource Conservation and Recovery Act (RCRA) total metals including arsenic, barium, <br />cadmium, chromium, lead, mercury, selenium, and silver <br />• Volatile organic compounds (extended suite of VOCs) including BTEX <br />• Total petroleum hydrocarbons (TPH) including gasoline range organic (GRO) compounds, diesel <br />range organic (DRO) compounds, and/or oil and grease based upon type of petroleum product <br />released. <br />• SVOCs including PAH if TPH results exceed 5,000 mg/kg. <br />• Radiological (i.e. gross Alpha/Beta), if PCS origin is from an E &P facility. <br />• Paint filter <br />• Ignitability (Flashpoint) <br />It should be noted that, gross Alpha/Beta is considered a good screening method for a wide spectrum of <br />radioactive isotopes. Sample preparation includes drying, acid digestion, and analysis. Since saturated <br />materials will be amended as needed prior to placement, paint filter tests are deemed unnecessary. It should <br />be noted that a certain degree of soil amendment must be conducted prior to hauling in order to prevent <br />liquid release from haul truck dump bodies during transport. Analytical reports must be complete, legible, <br />and understandable. Analytical data provided by a non -NELAP certified laboratory will not be accepted. <br />3.9.3 Sample Frequency <br />Sample frequency and analysis is based upon the nature of the specific waste stream. However, the <br />following general guidelines associated with small and large waste generators may be used. <br />• One time generators proposing to dispose small quantities (e.g. 500 cy or less) of PCS must collect <br />samples at a rate of one composite sample per 250 cy. <br />• Generators proposing to dispose larger quantities (e.g. greater than 1,000 cy) of PCS must collect a <br />minimum of three samples per project and one sample every 1,000 cy. <br />• E &P generators proposing to dispose very large quantities (e.g. thousands cy) should consult WGDF <br />in order to determine the sample and analysis frequency based upon anticipated total volume to be <br />disposed.
