August 30, 2012 C- 1981 - 041 /Roadside Portals MPB <br />Ditch at the North Portal to remove the 36 -inch Flume (Photograph No. 5). The Flume was crushed and taken to <br />the XCEL Power Plant scrap metal dump and disposed of properly. To date (since this inspection was conducted) <br />Ponds 6, 10, 11, and 13 have been backfilled and graded and topsoil has been redistributed. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />The work completed to date by CSI Contractors looks very good and was performed according to the approved <br />reclamation plan. SCC has also done an excellent job in managing the construction activities on -site. Remaining <br />work to be completed includes construction of permanent drainages at the North Portal area and seeding and <br />mulching all final reclaimed areas at the CRDA41 and 42 and North Portal areas. <br />TOPSOIL — Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br />All of the topsoil for this reclamation work came from Topsoil Pile 41 (see Photograph No. 6). There was <br />sufficient topsoil in Pile 41 to complete the reclamation of these ponds and all other related reclamation work. <br />With PR -5 SCC was approved to leave the remaining portion of Topsoil Pile 2 at the North Portal area in place <br />due to guy wire anchors supporting transmission power poles buried in the remnant of Topsoil Pile 2.
