There was no operator representative <br />present during the inspection. Weather conditions were overcast with light rain. Ground conditions were mostly <br />dry. <br />The primary focus of this inspection was to view the reclamation work now underway at the CRDA 41 and 42 and <br />at the North Portals area. Substantial changes to the original reclamation plan for these areas were recently <br />approved with Permit Revision No. 5 (PR -5). Snowcap Coal Company (SCC) is approved to remove Ponds 6, <br />10,11 and 13 along with other drainage control features at CRDA 41 & 42, CBA 41 & 42 and the North Portal. <br />Also with this revision changes to the final reclamation plans of Ponds 6, 10, and 11, Coal Gulch, the Coal Canyon <br />drainage and Roadside North Portal were approved. The Division's decision to approve PR -5 became final on <br />August 12, 2012 and reclamation work commenced on August 13, 2012. <br />BACKFILL and GRADING — Rule 4.14 <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination 4.14.1(2)(f); <br />Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br />SCC's contractor CSI Contractors was actively working at the site on the morning of the inspection. A water truck <br />was being utilized for dust suppression on Coal Creek access road. I observed a dozer and haul truck working to <br />bring topsoil to the desired grade at Pond 11 (see attached Photograph No. 1). Pond 11 was brought to final grade <br />with Coal Gulch remaining in its present position as required by the approved reclamation plan. Topsoil being <br />redistributed at Pond 11 is shown in Photograph No. 2. Pond 6 was completed at the time of the inspection <br />(Photograph No. 3) and work was in progress at Pond 10. The approved changes to the reclamation plan allowed <br />for Coal Creek to remain in its present position and configuration. Coal Creek was not disturbed during the <br />reclamation of Ponds 6 and 10 (Photograph No. 4). The bank material was pushed in for cover fill at both of these <br />ponds and topsoil was hauled from Topsoil Pile 41.
