MANAGEMENT <br />The following information comprises Bowie Resources LLC's revised application for a partial bond release <br />for its Bowie No. 1 Mine. <br />Based on a Field Inspection conducted June 28, 2012, and changes requested by DRMS on August 20, <br />2012, three changes have been made to the application and are detailed in item No. 7; 1) asphalt <br />removal and narrowing of the road conducted in 2009 was added to the 2009 Reclamation Activities, and <br />2) Zone 1 -C was inadvertently left out of the application initially filed and was added as part of the 2008 <br />activities, 3) Areas not included in the annual reclamation activities, but will be part of the Partial Phase I <br />bond release request are included as a separate tabulation. The area requested for bond release is <br />larger than the sum of the 2008 and 2009 reclamation zones because of additional grading performed <br />adjacent to reclamation zones, and the road cut and fills that will remain. <br />The acreage listed for Zone 1 -C also includes the area discussed in the inspection report. The revisions <br />in the application are hi- lighted in red text. Figure 1 has been revised to show a photo base as well as a <br />Phase I delineation boundary. The Phase I delineation boundary encompasses all reclamation zones as <br />well as the road cuts and fills that will remain. <br />In the Hydrologic Balance Portion of the inspection report, it was noted that riprap in the lower segment of <br />Ditch 7 may be too large. A technical revision to change the channel lining and riprap size has been <br />submitted to DRMS. <br />Item number 12, the requested amount for bond release has been increased. The increase in requested <br />amount is due to not including the reclamation costs associated with the roads ($3,000) with the initial <br />bond release application, and overlooking approximately $21,400 in reclamation costs associated with <br />reclamation activities pertaining to the coal mine waste pile. <br />Items No. 17 and 18 were submitted under separate cover and will not be revised based on the revised <br />bond release application; Item No. 17, was part of the original bond release application dated March 12, <br />2012. Item No. 18, was mailed to DRMS on April 23, 2012. <br />
