No representative of <br /> Seneca Coal Company was present during the inspection. Weather conditions were warm and sunny,with <br /> occasional rain showers. Ground conditions were extremely dry. No reclamation or maintenance activities were <br /> observed during the inspection;no mine personnel were on site. <br /> AVAILABILITY OF RECORDS—Rule 5.02.4(1): <br /> Records were inspected and found to be in compliance. Details are available on the last page of this <br /> report. <br /> BACKFILL and GRADING—Rule 4.1411 Contemporaneous Reclamation 4.14.1;Approximate Original Contour <br /> 4.14.2; Highwall Elimination 4.14.1(2)(f); Steep Slopes 4.14.2, 4.27;Handling of Acid and Toxic Materials <br /> 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br /> Several drainage channels on the south end of the permit area were damaged in recent rainstorms. The <br /> operator indicated that reconstruction work would begin later this construction season or early next spring,weather <br /> dependent. Channels identified as needing repair work include YPM 1-1, 1 3, 6-1, 6-2, 6-3, 7, 7A, 3-2, and 3-2A. <br /> Drainages in the north pit were in good condition. The three new surge structures in the upper reach of YPM-13 <br /> were dry and the channel was in good condition. <br /> FISH and WILDLIFE—Rule 4.18: <br /> Mallards were observed on Pond 010, and several doves were flushed from the primary spillway outfall of <br /> Pond 010.
