Adequate funding must become appropriated by the operator so as to in- <br /> vestigate the feasibility and institute a surface drainage control system <br /> for the American Tunnel site. The surface drainage control system should <br /> consist of bar ditching, culvert piping, rip-rapping and (French) drains. <br /> Alleviation of surface drainage is critical at the following American <br /> Tunnel locations: <br /> A. Above and below the mine refuse (garbage) dump. <br /> B. Above and adjacent to the mine water treatment settling ponds. <br /> C. Above and adjacent to the ore stockpile area, storage yards and <br /> mine dry room/warehouse yards. <br /> D. All roadways at the American Tunnel site. <br /> 2. Adequate funding must become available so as to sample mine water treat- <br /> ment pond sludges from the American Tunnel and Terry Tunnel pond sites. <br /> Each site should be composite sampled, and the samples should be analyzed <br /> for the full complement of heavy metals, sulfates, chlorides and other <br /> potentially toxic elements. These samples may be sent to the EPA certified <br /> Grand Junction Laboratories. <br /> 3. Adequate funding must become available so as to institute the cleaning and <br /> future disposal of mine and mill refuse dumps at the American Tunnel, Terry <br /> Tunnel and Mayflower Mill (tailings pond No. 1) sites. <br /> AMERICAN TUNNEL <br /> The American Tunnel refuse dump approximately consists of: <br /> Wood spent timbers, pallets, etc. 50% <br /> Metal rail, pipe, cable, miscellaneous 30% <br /> Oil drums 50 <br /> Miscellaneous - paper, cans, bags, spent <br /> clothing, boots, gloves 10% <br /> Other 5% <br /> The first phase of the American Tunnel refuse program would consist of: <br /> A. The cleanup and containment of all materials that have migrated from <br /> the dump proper. <br /> B. The existing dump proper should then be covered to an adequate depth <br /> with barrow material. <br /> C. The posting of "NO PUBLIC DUMPING" signs. <br /> D. Revegetation of the covered slopes and toe of the dump area. <br /> E. The construction and maintenance of the surface drainage control <br /> system. <br />
