productivity with only one to two grasses and a legume under continuing and adequate
management inputs. This includes scheduled irrigation, annual fertilization based on soils tests
and plant needs, and grazing management or proper harvest methods. Annual fertilization of
reclaimed Intensively Managed Irrigated Pasture is a typical management practice to maintain
plant vigor and productivity. The requirements for establishment of woody plant densities and
seasonal variety are irrelevant to the Intensively Managed Irrigated Pasture reclamation
vegetation type and postmining land use. Therefore, the standards of revegetation success for the
reclaimed Intensively Managed Irrigated Pasture type will be based on herbaceous production,
allowable plant cover and a forage quality diversity standard. The revegetation success standard
for WFC's reclaimed Intensively Managed Irrigated Pasture will involve a statistically adequate
sampling of the reclaimed areas as compared to the proposed "historically record" standards for
allowable plant cover and perennial herbaceous production as defined here, which are similar to
the approach approved on the adjacent NH2 Mine which were approved by the CDRMS for the
NH2 Mine in connection with TR -58 in 2008.
Vegetation sampling for measuring reclamation success on the Intensively Managed Irrigated
Pasture reclaimed site will be conducted to ensure a repeatable and unbiased estimate of each
vegetation population parameter. Measurements to be made on the reclaimed areas following
reclamation with be done in the identical manner and season as measurements made on the site
for the three years prior to being disturbed, to ensure that valid statistical1,Y comparisons as
specified in DRMS Regulation 4.15.11(1) are taken. Measurements will typically be made in
late May to early June, immediately prior to 1 cut harvest of the reclaimed fields and prior to
any growing season livestock grazing on the reclaimed areas.
For all reclaimed Intensively Managed Irrigated Pasture areas, total vegetation cover and
herbaceous production will be measured on the reclaimed areas and the corresponding "historical
record" revegetation success standards. Statistical comparisons of the mean parameter values
between the reclaimed areas and the "historic record" baseline data will be used to determine
revegetation success, as described below. Vegetation cover will be measured as canopy cover of
living plant species, as defined by DRMS Regulation 4.15.8(3)(b). For cover success standards,
the cover in the reclaimed area will be compared to the cover obtained from the "historic record"
sampling of these areas before they were disturbed. Herbaceous production will be measured as
Section 2.05.4(2)(e) Page 22 January 2012
