Lateral ditch would be salvaged and reapplied to the proposed area of IMIP proposed to <br />be located on west side and downslope of the relocated ditch. Thus the IMIP reclaimed <br />areas would receive all of the Progresso (PRO 81 and PRO 82) soils salvaged from the <br />current area of IMIP located to the west of the Second Park Lateral ditch as shown on <br />Map 2.04.3 -1, Land Use Map, plus the Progresso. Correspondingly, the area of Pinon <br />soils currently located in soil polygon 38 located to the west of the Second Park Lateral <br />ditch would be salvaged separately and at the time of final reclamation, WFC anticipates <br />that this topsoil together with REC soil would be applied to the area proposed as Dryland <br />Pasture, located to the east of the Second Park Lateral ditch as shown on Map 2.05.5 -1 <br />Postmining Land Use Map, together with final reclamation of the facilities and <br />overburden stockpile areas.. <br />With respect to the Meehan property, on those areas to the south of Meehan Draw, all of <br />the soil materials which are largely, Progresso (81 PRO and 82 PRO) soils, with <br />inclusions of Pinon (77 PIN) soils (Map 2.04.9 -3, Topsoil Salvage Map) would be <br />stripped as a single unit, with the Progresso and Pinon soils being stripped together at the <br />time of both topsoil salvage and redistribution. Similarly, all of the soils to the north of <br />Meehan Draw on the Meehan property, which are all Pinon (77 PIN and 78 PIN) <br />corresponding to soil polygons 9, 14 and 17, with a very small inclusion of Progresso (81 <br />PRO), corresponding to soil polygon 19, would be stripped in one topsoil removal and <br />reapplication unit. <br />On the Glasier property, which includes mostly Pinon (77 PIN and 78 PIN) soils, <br />corresponding to soil polygons 2, 8, 9 and 10, along with some inclusions of Progresso <br />(81 PRO and 82 PRO soils, corresponding to soil polygons 1, 3, 4, 5, 6, 7, and 11 would <br />be stripped in one topsoil removal and reapplication unit. <br />Another reason for combining the salvageable topsoil into a single removal and <br />reapplication layer comes from the mandated goals of reclamation that require that a <br />"diverse and effective plant community" must be established on all reclaimed lands. Due <br />to inconsistencies in the definition of land use terminology between the OSM and DRMS <br />regulations regarding the terms "Grazingland" and "Pastureland" it has been determined <br />Section 2.05.4(2)(d) Page 14 January 2012 <br />
