The
application was found complete for the purposes of filing on 5/6/96. Pursuant to Rule
1 .9.1 , DMG decision date is 6/5/96.
The original copy of TR-19 has been forwarded to Allen Sorenson, DMG Denver, for
review of the mine pool injection portion of TR-19. The balance of this letter will address
adequacy issues for the temporary diversion of waters from Cement Creek.
During a phone conversation on 5/22/96, the operator provided additional information on
the diversion project. Below is a brief summary of the diversion project, as understood by
DMG. If information within the summary is not accurate, please respond with correct
information prior to DMG decision date of 6/5/96.
Approximately 1 100 gpm are proposed to be diverted from Cement Creek and
passed through the existing water treatment facility upon closing of the bulkhead
valves for the American Tunnel. Cement Creek diversion will continue treatment of
waters, approximating discharge volumes from the American Tunnel, as required by
the terms defined in the Consent Decree and Order negotiated between WQCD and
SGC. Volume of waters to be diverted, treated and discharged back to Cement
Creek are dependent upon seasonal flow rates and may range from 80 gpm to
2000 gpm.
Diversion structure will consist of a diversion headgate within Cement Creek and
approximately 400' of buried corrugated polyethylene pipe, 15" - 24" diameter. A
400' long bench will be cut in the natural 21-1:1 V sideslope for the pipe laying
project. Grade of the 400' long pipe line will be approximately 2% - 4%. Cut and
fill slopes will range from 1 H:1 V to 1 .51-1:1 V. Cut and fill will result in a 12' wide
