TR-019 Request <br /> Page 5 <br /> Mine Pool Alkaline Injection <br /> This project will have been approved by WQCD as a party to the <br /> Consent Decree. Comments have also been submitted by EPA on <br /> this project as being a critical element of the mine plugging <br /> proposal. EPA also suggests that approval may be needed under <br /> the Underground Injection Control Program. This will be <br /> obtained, if necessary prior to implementation of this <br /> project. <br /> The Office of the State Water Engineer was contacted <br /> concerning any requirements under their jurisdiction for this <br /> project. This is a non-consumptive use over the lone-term, <br /> will only be active short-term and the Animas River Basin is <br /> under appropriated thereby, the waters are open for use. No <br /> water rights, approvals, etc. are required for this type of <br /> project. See attached letter. <br /> BONDING <br /> Cement Creek Diversion <br /> This project will involve the additional reclamation of 400' <br /> of access way at the American Tunnel. The additional costs <br /> are estimated below. <br /> Mob. - Demob. $2000 <br /> Excavator - 40 hours @ $160 $6400 <br /> Seed, Mulch,Fertilize 0.5 acre @ 1000 $ 500 <br /> Monitoring and Maintenance $ 700 <br /> Estimated Increased Reclamation Costs $9600 <br /> Mine Pool Alkaline Injection <br /> No additional disturbances are anticipated therefore no <br /> additional reclamation costs should be incurred. <br /> SGC has in place a $1.5 million Letter of Credit for bonding of the <br /> reclamation work required by File No. M-77-378. With the <br /> reclamation work completed to-date, it appears that the contingency <br /> allowance is in the neighborhood of $1 million. Therefore SGC <br /> believes the bonding is adequate and additional bonding should not <br /> be required for these projects. <br />
