Mr. Douglas Murray - 2 - October 10, 1985
7. A geotechnical analysis of the disposal site on the Tailings No. 3 pile
would also be required. Previous data could be used for this analysis
provided your engineers review past and existing conditions of the
disposal site to determine if previous data and/or analyses are still
valid.
8. If in the event any temporary disposal site is deemed to be
incompatible with plans to develop a longer term disposal plan, the
Division will require Standard Metals to specifically state that the
temparary disposal site will be cleaned up and sludge transported to
the final approved location.
9. A reclamation plan for the disposal site.
The above items should be addressed at minimum. Please be advised that the
Division is hesitant to approve any temporary sludge disposal plans because it
believes that this concern deserves further investigation and a longer term
solution. On the other hand, however, the Division certainly understands the
water quality compliance issues that Standard needs to address. Concerning
the sludge disposal site along the Animas River, it is advised that this item
be promptly addressed in terms of protective berming, removal of sludge and/or
in place reclamation.
The Division plans an on-site inspection on October 16, 1985. The plan for
temporary disposal could be discussed at that time. The formal request for
temporary disposal should be submitted to the division no later than
October 21 , 1985, to allow for review prior to the October 23-24, 1985
Colorado Mined Land Reclamation Board meeting.
Your continued cooperation is appreciated. If you have any questions or
comments, please contact me.
Sincerely,
Philip C, Saletta, P.E.
Hydrologist/Geological Engineer
PCs/mis
4009F
