August 14, 2012 C-2010-089/New Horizon North Mine MLT <br /> <br /> <br /> <br />The final set of three groundwater monitoring wells, for the downstream point of compliance, <br />was installed the previous week. The wells are located north of the driveway on the Garvey <br />property, in an area undisturbed by previous mining (Photo 1). The wells are numbered as <br />follows: <br />GW-56 Underburden 100 feet in depth <br />GW-57 Coal Zone 85 feet in depth <br />GW-58 Overburden 67 feet in depth <br /> <br />No irrigation of lands within the permit area has been conducted during 2012. As noted in <br />the July 17, 2012 inspection report, the Second Park Lateral ditch has been confined to a <br />high-density polyethylene (HDPE) pipe, which routes the flow around the southern perimeter <br />of the permit area. Irrigation water was being delivered by the HDPE pipe system to <br />properties west of the permit area at the time of the inspection. <br /> <br />The drainage constructed across the southern end of the permit area, during reclamation of <br />both <br />flowing and standing water (Photo 2). <br /> <br />GENERAL MINE PLAN COMPLANCE: <br /> <br />Removal of the house and garage that occupied the Garvey property has not yet been <br />completed. The walls and roof have been demolished and hauled away, but the basement of <br />the house is largely intact, and filled with construction debris (Photo 3). <br /> <br />Numerous large appliances (refrigerators, freezer, and an oven) were standing among the <br />trees to the east of the garage foundation. Mr. Gubka said that WFC would be contracting <br />with someone to haul the remaining items to a landfill for disposal. <br /> <br />SUPPORT FACILITIES - Rule 4.04: <br /> <br />north of AA Road, is marked and well-protected (Photo 4). <br /> <br />SIGNS AND MARKERS Rule 4.02: <br /> <br />Mine identification signs have been posted at the entrances to the permit area from the <br />adjacent county roads, in accordance with Rule 4.02.2 (Photo 5). <br /> <br />TOPSOIL Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution <br />4.06.4: <br /> <br />Mr. Gubka said that WFC hopes to commence with topsoil stripping and stockpiling <br />operations in September 2012.
