August 13, 2012 C- 1992- 081/Hayden Gulch Loadout JLE <br />The rail loop pond was dry and not discharging. The embankment was stable and vegetated. The inlet and outlet <br />structures were clear of debris and appeared to be in working order. <br />Rail Road Culvert 1, north of Highway 40 is full of debris and will need to be cleaned out. <br />ROADS — Rule 4.03 <br />Construction 4.03.1(3)/4.03.2(3) <br />Drainage 4.03.1(4)/4.03.2(4) <br />Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) <br />Reclamation 4.03.1(7)/4.03.2(7): <br />The Tie Across Haul Road was inspected, the road was in very good condition, no problems were observed. <br />REVEGETATION — Rule 4.15 <br />Vegetative Cover, Timing: <br />Canada thistle was observed near several of the topsoil stockpiles along the Tie Across Haul Road and near the <br />intersection of the rail loop and Ditch 3. <br />The reclaimed facilities area is dominated primarily with annual weeds. The grass cover crop has established <br />throughout the site however there are fairly large bare areas. The primary annual forbs observed at the site are <br />prickly lettuce, kochia and Russian thistle. Some perennial grass species were observed as well as some small <br />sage brush seedlings. <br />SLIDES and DAMAGE - Rule 4.12: <br />The SAE were the HGL Haul road embankment was located has minor rills forming. These rills will need to be <br />monitored since vegetation is sparse on this embankment and the slope is steep. <br />SIGNS AND MARKERS — Rule 4.02: <br />The entrance sign on the east end of the Tie Across Haul Road does not contain the correct information. Also, <br />many of the permit boundary markers were observed along the Tie Across Haul Road. The wrong permit holder <br />and permit number is labeled on these signs. These signs will need to be updated as soon as possible. <br />TOPSOIL — Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br />Topsoil stockpiles A, C, D, E, F, and G were observed along the Tie Across Haul Road. These piles were stable <br />and well vegetated. The drainage ditch around the pile appeared to be functioning. <br />The remainder of Topsoil Pile No. 2 has very sparse vegetation established.
