3
s
INSPECTION REPORT - PAGE 3
FILE NO. M-77-378
DATE: October 16, 1985
diversion ditch. Maintenance of the existing diversion is required.
Creating a drain atop the pond was discussed as a posible reclamation
feature.
B. Tailings pond number 4 was observed. Construction of a drainage
diversion above this pond is planned.
5. Engineering Building Site
A. The pond containing (disposed) sludge was observed. If analysis
reveals the sludge to be virtually "non-toxic", the sludge material will
be capped with "earthen material", graded approximately 3 or 4H to 1V
from the road to the (river-side) pond embankment and revegetated. If
toxic, the material will be excavated and transported to an approved
disposal site.
B. Construction of the berm along the meander of the Animas River above
the "sludge pond" was discussed. Rip-rapping the river-side of the berm
is planned.
C. Institution and monitorring of two (2) ground-water wells
down-gradient of the "sludge pond" was recommended.
6. Lake Emma
A. Open-pit mining of the Lake Emma site was discussed. This may be
included in an ensuing amendment.
B. Drainage Diversions were previously constructed around the south,
east and northwest arcs of the lake perimeters. Permeability of Talus
slopes did not warrant diversion ditches constructed in remaining
"arcs". Drainage into the "sink-hole" results from ground water below
the ditch depth.
C. Backfilling and drainage away from the basin is planned for final
reclamation.
7. General
A. An amendment will be submitted to the Division by the April Board
Meeting, concerning Lake Emma surface mining, improvements in mining,
milling and reclamation techniques, and permit clarification and
consolidation.
/bdc
Doc No. 4478F
