August 8, 2012 C- 1994- 082/Yoast Mine SLB <br />the road being graded to tie into the adjacent undisturbed areas. Regraded sections blend with adjacent contours <br />and are consistent with the approved post- mining topography depicted in Exhibit 20 -2 of the permit application <br />package. The approved postmining width for the Yoast Access Road is 20' (Exhibit 20- The average width of <br />the road surface was 17'8", as measured in the following locations: <br />16' wide at Culvert YA -1 <br />19' wide at Culvert YA -3 <br />18' wide at Culvert YA -5A. <br />Overall, drainage along the road surface and regraded areas is effectively controlled. Maintenance issues were <br />observed at the following locations: <br />- Culvert YA -5, where water has eroded below the culvert and piping may occur. The inlet should be <br />graded. <br />- Culvert YA -5A outlet needs to be cleaned out. <br />- The unnamed culvert at the Maneotis Corral needs to be cleaned out. <br />- The road surface of Road A at Culvert YA6 needs to be regraded where runoff has caused a gully in the <br />road embankment down to the culvert outlets. The gully in this area was approximately 3' deep. Seneca <br />Coal Company- should consider grading the road so that drainage is moved off of the road more frequently <br />upgradient to reduce the volume at this point. <br />- Culvert YA8 needs to be cleaned out on the outlet side. <br />No signs of instability were observed along Road A. <br />Dragline Deadhead Route — Photos 7 —12 document the dragline deadhead route. This area was also regraded in <br />2007. The deadhead route was walked from where it heads west off of the Yoast Access Road for approximately <br />1075', along the reconstructed drainage heading south for approximately 1000', and then back eastward for 2,250' <br />where it rejoins the Yoast Access Road. Disturbance along the westward section was limited to minor grading in <br />advance of the dragline without topsoil removal. These areas were then regraded and seeded. The topography in <br />this section of the route is consistent with the premining topography. The southward section of the route involved <br />topsoil removal and temporary lowering of the grade by approximately 10'. This area was then regraded, topsoil <br />was replaced and the area seeded. At the request of the landowner, a low -water crossing was constructed across <br />the drainage where a two track road crosses the drainage. The reconstructed channel is slightly less sinuous than <br />the original drainage, but consistent with the approved postmining topography as shown on Exhibit 20 -2 of the <br />approved permit application package. The regraded channel was stable with no erosive features. Disturbance on <br />the eastward section of the route was also limited to minor grading without topsoil removal. The area was then <br />regraded and seeded. This section also blends with the pre - disturbance topography and no problem areas were <br />observed. There were small gullies observed along the eastward route near the turn from south to east, but <br />vegetation was reestablished in the gullies suggesting that they were not actively eroding at this time. <br />Light Use Road LU -1— This road and Culvert LU -1 are shown in Photo 14. LU -1 was permitted as a light use <br />road providing access to Pond 010 and approved for permanent retention as originally constructed. The alignment <br />of the constructed road is consistent with the approved configuration in Exhibit 20 -2, and no problems were <br />observed. <br />Number of Partial Inspection this Fiscal Year: 2 <br />Number of Complete Inspections this Fiscal Year: 0 <br />Page 3 of 10 <br />
