Compliance With Mine Plan NA - Support Facilities Not On -site <br />NA -Other NA - Special Categories Of Mining <br />NA - Processing Waste N - Topsoil <br />COMMENTS <br />This was a partial, surety release inspection of the Yoast Mine conducted by Susan Burgmaier of CDRMS. <br />Present during the inspection were Roy Karo of Seneca Coal Company; Jay James, consultant for Seneca Coal <br />Company; and Christine Belka, Spencer Shumate, and Dan MacKinnon of the Office of Surface Mining. The <br />purpose of the inspection was to evaluate the areas requested for Phase I bond release in Seneca Coal Company's <br />SL4 bond release application for the Yoast Mine. Weather conditions were sunny and warm, ground conditions <br />were dry. <br />Phase I bond release has been requested on 171.6 acres of regraded roads, topsoil stockpiles, ponds, and drainages. <br />The backfilled and regraded areas requested for release were evaluated for stability, and achievement of the <br />approved post- mining topography, approximate original contour, and drainage control. Areas inspected included <br />the Yoast Access Road (former Haul Road A downsized to a permanent light use road); the dragline deadhead <br />route (adjacent to the Yoast Access Road, allowed for passage of the dragline beneath the powerlines); light use <br />road LU -1 (provides access to Pond 010); Pond 010; light use road LU -2 (formerly part of Road B and an in -pit <br />haul road in the north pit area downsized to a penmanent light use road); light use road LU 31A (former Haul Road <br />B downsized to a permanent light use road); light use road LU -3B (former Haul Road C downsized to a permanent <br />light use road); the dragline assembly /disassembly pad; topsoil stockpiles A, C, and I; and reestablished drainage <br />channels YPM -8 and YPM -20. Areas not evaluated, but included in the release request, are the Pond 012 <br />watershed, Pond 013, and Pond 014. These areas were not evaluated because the Division had previously <br />determined that these areas were not stable (Ponds 012 and 013) and /or drainage control had not been established <br />(Pond 012 watershed and Pond 014 watershed). <br />BACKFILL and GRADING — Rule 4.14 <br />C Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination <br />4.14.1(2)(f); Steep Slopes 4.14.2, 4.27, Handling of Acid and Toxic Materials 4.143; Stabilization of Rills and <br />Gullies 4.14.6: <br />Yoast Access Road - Photographs 1 -6 (see Photographs section of this report) depict the regraded areas along the <br />Yoast Access Road. The Yoast Access Road was a 60' wide haul road that has been approved for permanent <br />retention as a 20' wide access road.
