The Reclamation Plan states that between 4" and 6" of topsoil will be replaced during final <br />reclamation. However, the Mining Plan states that between 4" and 12" of topsoil will be <br />replaced. In addition, the BLM's Decision Record (DOI -BLM- 200 - 2009 - 0099 -EA) for the <br />Environmental Assessment states that the A horizon and B horizon, or 18 inches depth, <br />whichever is greater, needs to be salvaged for use during reclamation. Please commit to <br />following the BLM's requirements for soil salvaging. <br />17. The Mining Operation Summary, which was included with the Reclamation Permit <br />Application, states that the aspen trees which will be removed to construct the access road <br />will be replaced through plantings during reclamation. However, the Reclamation Plan states <br />there will be no tree plantings. The Reclamation Performance Standards of the Hard Rock <br />Rules require the Operator to establish a diverse, effective, and long lasting vegetative cover. <br />Please revise the Reclamation Plan to include the planting of trees. <br />18. The Reclamation Plan states that backfilling would commence when the depth of the pit <br />reaches 25 feet and the mining area is 60 feet from the north wall and 60 feet from the east <br />wall. Please clarify what is meant by ` backfilling', is this in reference to backfilling the <br />interior pit wall? If so, please specify the maximum number of linear feet of interior pit walls <br />which will need to be reclaimed/backfilled at any given time. <br />19. The Division will finalize the financial warranty calculation once all of the adequacy issues <br />have been resolved. <br />6.3.5 Exhibit E — Map <br />20. As required by Rule 6.2.1(2)(d), please revise the Mining and Reclamation Plan Maps to <br />include a labeled permit boundary. <br />21. Due to the length of time that has elapsed since the Reclamation Permit Application was first <br />submitted to the Division, please confirm that the names of the owners of record of the <br />surface of affected area are all listed and any changes in ownership since 2009 are reflected. <br />In addition, please confirm that all permanent man -made structures within 200 feet of the <br />affected area are accounted for on the Mining Plan Map. Permanent man -made structures <br />include fences, above ground and underground utilities, etc. <br />22. The Mining Plan states an office and tool shed will be present onsite. Please locate and label <br />these structures on the Mining Plan Map. <br />23. The arrows on the Reclamation Plan Map seem to indicate that the reclaimed slopes will <br />radiate from the center of the pit. Please clarify that the reclaimed interior walls will slope <br />towards the center of the pit. <br />
