Mr. Astemborski <br />Page 12 <br />August 2, 2012 <br />6.3.2 Exhibit B — Site Description <br />No comment. <br />6.3.3 Exhibit C — Mining Plan <br />3. The Mining Plan states there will be stockpiles of material for backfill. Please specify the <br />nature of this material i.e., sand, gravel, waste rock. Also, the Applicant has specified that <br />34,000 cubic yards of material will be backfilled into the pit; please specify how this figure <br />was arrived at. <br />4. The Mining Plan calls for constructing a settling pond to receive water from the wash plant. <br />Please provide the Division with the dimensions of the settling pond. Also, the Bureau of <br />Land Management (BLM) has stated in the Decision Record (DOI -BLM- 200 - 2009 -0099- <br />EA) for the Environmental Assessment that the settling pond should be lined. Please clarify <br />if the settling pond will be lined or unlined. <br />5. Please describe how the wash plant water will be drained into the settling pond and specify <br />the total amount of water which will be received by the settling pond at any given time. <br />6. The Mining Plan calls for the construction of an office, tool shed and wash plant. Please <br />specify which of these structures are portable and which will require the construction of a <br />foundation. This information is required in order to calculate the cost of the reclamation <br />bond. The cost of demolition and disposal of permanent structures which are not to remain on <br />site following the completion of reclamation must be included in the reclamation bond; the <br />Division does not bond for portable structures. <br />7. The Mining Plan states that sand up to 3/8 pea size would be mixed with waste rock for <br />reclamation. The Mining Plan also states that no waste rock will be stockpiled. Please clarify <br />this discrepancy. <br />8. The Mining Plan states an access road will be constructed. Please describe how this road will <br />be constructed, i.e., dirt, gravel, paved, etc. This information is required to determine the <br />costs associated with reclaiming the access road. <br />9. As required by Rule 6.3.3(1)(h), please describe where the water required for the project will <br />be obtained, prior to the construction of a well. <br />10. The Mining Plan states that 2,789 gallons of water will be hauled in until a general purpose <br />well is drilled. Please clarify how long this amount of water can be recycled before additional <br />water must be hauled in. <br />11. The Mining Plan states there is an existing pile of gravel within the proposed permit <br />boundary. Please clarify if this gravel pile is related to historic mining and explain what will <br />be done with the gravel pile. <br />
