Specifically, the operators encountered a clay material below the saleable materials that they feel was an ideal material for the future reservoir banks. Based on this finding they began mining the slopes at a 1H:1 V slope and reclaiming the slopes to a 31-1:1 V slope with this clay material. This is contrary to the 1992 Amendment which detailed the mining procedure as excavating the slopes at no more than a 3H:1 V slope such that no additional major grading would be required for reclamation of those slopes. To address this change in mining procedure please find enclosed a technical revision application which includes; revised Exhibit D, Mining Plan; Exhibit E, Reclamation Plan; Exhibit F, Reclamation Plan Map; and Exhibit L, Reclamation Costs. Note that for the narrative exhibits (Exhibits D, E, and L) the text is included verbatim from the 1992 Amendment. Deletions are marked by a Wit, and insertions are marked by bold text.
