limiting production on such leases as C-27432 has expired as of July 19, <br /> 1979, the limitation on the rate of production may be eliminated by <br /> mutual consent. This alternative examines the impacts of CWI increasing <br /> p-oduction to 1.3 million tons to meet existing contracts that were <br /> signed prior to July 19, 1979. <br /> Summary of Impacts <br /> There would be a slight deterioration of air quality and visibility <br /> in the vicinity of the Orchard Valley Mine. Emissions of particulates <br /> would increase from 11.5 tons/year to approximately 20 tons/year. <br /> There would be an unquantifiable probable increase in vandalism or <br /> disturbance to archeological sites in the vicinity of the mine. <br /> Noise duration would continue at present levels as the mine is <br /> presently working two shifts per day, five days per week for 250 days <br /> per year. <br /> -There would be an increase in noise duration from truck haulage. <br /> The number of truck round trips would increase from 112 to 208 per day. <br /> The hours of operation would increase from one shift split between day <br /> and second-shift, to continuous between 7:00 a.m. to 11:00 p.m. <br /> Unit trains would increase from the average 6 per month to approxi- <br /> mately 11 per month. Both train traffic and truck haulage increases <br /> would result in an- increase in traffic congestion on the present narrow <br /> road. <br /> . S . <br /> Socioeconomic Conditions <br /> Population increases in Delta County would result from expanded <br /> - employment at the Orchard Valley Mine. This would result in an increase <br /> in housing units and increased demands for public services. Revenues to <br /> local governments from property taxes, sales taxes, state severance <br /> taxes, and federal royalties would increase. Revenue increases would be - <br /> greater than increased costs imposed on local governments with local <br /> hiring and less than costs with non-local hiring. <br /> Income in the area would increase and result in a slight increase <br /> in prices which would adversely affect persons with low and fixed <br /> incomes. <br /> Increased. work force and hours worked may result in an increase in <br /> disabling accidents at the mine. <br /> Mitigation Measures -- Summary <br /> Either the conveyor (as described in EAR CO-030-7-79, pp 1-5 <br /> through 1-11) would be built prior to the increase in production or <br /> 5 <br />
