Municipal water and sewage would not be affected by this proposed
action. No alluvial valley floors or floodplains would be affected by
this .action.
Cultural Resources
Subsidence on up to 200 acres of the lease tract could create
surface disturbances which would displace and destroy cultural resources.
The presence of CWI employees on the lease tract would expose cultural
resources to an increase risk of illegal collection or vandalism.
Transportation
The use of Steven's Gulch Road and a portion of Highway 133 to the
loadout facilities would continue at the present rate. Truck traffic
would remain at the present one truck past any given point on the
haulage route every two minutes.
Recreation
No additional recreation impacts are anticipated since no addi-
tional labor would be required.
This alternative would not affect an area being proposed for
fur-ther wilderness study and unless supported by the public for addi-
tional wilderness study the area will be released from the restrictions
imposed by Section 603 of the Federal `Land Policy and Management Act in
September 1979 (Situation Evaluation CO-030-400).
Socioeconomics
Additional socioeconomic impacts are not projected since the neces-
sary labor force already lives in the area. A beneficial impact would
occur in the continued employment of this labor force.
Additionally, under this alternative, it is possible that CWI could
determine for economic reasons to shut down the Orchard Valley Mine.
CWI has publicly stated that the operation cannot continue to function
economically at a production rate of 700,000 tons pee• year. Ripple
effects of a CWI layoff or .shut down could cause some unemployment, a
loss of local and county tax revenues, and other effects associated with
a depressed 1•ocal economy.
Alternative Two -- Removal of Limitation on Rate of Production
Alternative Two changes only Special Stipulation 30c, which limited
production to no more than 700,000 tons per year. Since the court order
4
