Mine: NEW ELK <br />Waste Bank MSHA ID. No.: Primary Refuse Disposal Area (RDA) <br />Inspection Period: Fourth Quarter 2011 <br />Inspection Date: 12/29/2011 <br />General Description or Reference to Site Plan: <br />The Refuse Disposal Area is located north of State Highway 12 and the Middle Fork of the <br />Purgatoire River. Refuse is transported from the preparation plant to the RDA by conveyor belt. <br />The plant restarted operations in March of 2011 with only a limited amount of refuse transported <br />to the refuse area until fourth quarter of 2011. Plant is currently operating on a reduced <br />schedule with refuse handling restricted to one to two days per week. This is giving mine <br />personnel the opportunity to reconfigure the active disposal area to a more amenable slope. <br />Activity During Inspection: <br />New Elk Mine <br />QUARTERLY COAL WASTE BANK INSPECTION REPORT <br />CDMR Rules 4.09.1(11) and 4.10.2(2) <br />No refuse placement occurred during the inspection. Grading and compaction of recently placed <br />refuse was in progress. <br />Drainage: (Discussion of springs. seeps, overland and channel flow, underdrain construction and/ <br />or discharge, integrity of 100 -year 24 -hour drainage structures, and evidence of positive drainage). <br />No springs or seeps were observed on the refuse side slopes. Winter conditions prevailed <br />throughout the area. <br />Observation of Fill Construction: (Description of material, compaction, lift thicknesses, slopes, <br />and construction methods). <br />New and reworked refuse is place in maximum of two foot compacted lifts sloped to promote <br />drainage to the sides of the RDA and down to Sediment Pond #8. <br />Page 1 of 2 <br />
