July 17,2012 C-1981-008/New Horizon Mine MLT <br /> SPECIAL CATEGORIES OF MINING—Rules 4.22 through 4.27: <br /> Prime Farmland - Rule 4.25: <br /> • As noted in a previous inspection report, topsoil salvage and stockpiling activities have been <br /> completed for the Morgan property. No additional distribution of the stockpiled resource has <br /> commenced. Each of the stockpiles appeared to be stabilized with respect to erosion from <br /> wind and water. Identification signs were posted on the stockpiles. <br /> TOPSOIL—Rule 4.06 <br /> Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution <br /> 4.06.4: <br /> • Four topsoil stockpiles are located south of the mine's facilities area and immediately east of <br /> the temporary excess spoil pile. The piles are identified on Permit Map 2.04.9-2 (Topsoil <br /> Balance) as having been constructed prior to 1995. <br /> • The largest of these piles, Stockpile H, consists of 41,760 cubic yards of Lift A topsoil. <br /> Stockpile H has good vegetative cover(Photo 11). <br /> • Three smaller Stockpiles (C, D, and E) are comprised of"Mixed" topsoil, with volumes of <br /> 6,260, 5,015 and 2,990 cubic yards, respectively. The surfaces of piles C and D are nearly <br /> devoid of vegetation. Numerous burrows, possibly made by foxes,were dug into the top of <br /> pile C (Photo 12). <br /> • No erosion of any of the piles was observed, and all of the stockpiles appear to be stable. <br /> There also does not appear to have been a proliferation of weedy species growing on the <br /> piles. <br /> • A patch of Russian Knapweed was observed on the north flank of Stockpile E, as shown on <br /> Photo 11. <br /> ENFORCEMENT ACTIONS / COMPLIANCE <br /> No enforcement actions were issued as a result of this inspection, and none are pending. <br /> Number of Partial Inspection this Fiscal Year: 1 <br /> Number of Complete Inspections this Fiscal Year: I Page 6 of 13 <br />
