July 17,2012 C-1981-008/New Horizon Mine MLT <br /> northwest corner of the permit area will be somewhat delayed compared to what has been <br /> done previously. <br /> • The presence of a fault in the sedimentary strata is clearly visible in the mining face of the pit <br /> on the WFC parcel (Photo 7). Vertical displacement is estimated to be 15-20 feet. <br /> RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br /> • Final grading of the northwest corner of the former Lloyd parcel has been completed, and <br /> topsoil has been redistributed across the area(Photo 8). The grading ties in well with the <br /> undisturbed natural ground. A stockpile of material has been retained for future backfilling <br /> of Pond 012. <br /> REVEGETATION—Rule 4.15 <br /> Vegetative Cover; Timing: <br /> • The first cutting of hay on all of the Irrigated Pasture (IP)reclaimed areas was accomplished <br /> following the 2012 Veg Sampling effort. Sideroll sprinklers were running again throughout <br /> much of the IP areas east of 2700 Road. <br /> • We explored the IP Reference Area on foot. WFC had this field had cut and baled,rather <br /> than using livestock to graze it this year. A run of gated aluminum pipe carries flow from <br /> east to west across the northern (uphill) end of the Area. At the time of the inspection, <br /> irrigation water was flowing from the eastern half of this pipe, watering the NE corner of the <br /> reference area (Photo 9). <br /> • The NW corner of the IP Ref Area was treated for an infestation of Quackgrass in 2010. In <br /> 2011, the re-growth consisted mainly of weedy species. The weeds appear to have been <br /> largely eliminated, and grassy species are predominant. <br /> • A tailwater ditch had previously run across the reference area parallel to, and downhill of, the <br /> pipe described above. The tailwater ditch was graded out earlier this spring. Mr. Gubka <br /> explained that this will make it easier to use the upper pipe to water the entire northern half <br /> of the reference area. In addition to grasses, the regraded strip also had a substantial <br /> component of Buffaloburr. <br /> • The SE corner of the reference area,which is watered from the east, was particularly lush <br /> during this inspection(Photo 10). <br /> SIGNS AND MARKERS —Rule 4.02: <br /> • In the vicinity of Tuttle Draw, at the western end of the permit area, numerous pink-colored <br /> pin flags were visible. Mr. Gubka explained that these were placed by Kent Crofts to <br /> delineate the wetlands in the area, as part of the 404 application for the U.S. Army Corps of <br /> Engineers permit. Eventually, once mining is completed at the New Horizon Mine, the <br /> heavy equipment will be walked overland to WFC's New Horizon North Mine.
