The inspection consists of review of aerial photos taken on July 25, 2012, by Harry <br />Ranney of DRMS. The photos were reviewed by Janet Binns of DRMS on July 27, 2012. <br /> <br />The Lorencito Canyon Mine is a reclaimed surface mine operated by New Elk Coal Company. NECC has <br />recently (July 17, 2012) completed repair of gullies within the Lorencito reclamation area. These aerial photos <br />assist in documenting the repairs. <br /> <br />The weather appears clear and the ground appears dry. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br /> Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, <br />4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring <br />4.05.13; Drainage Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Pond 6, Pond 7, Pond 9, Pond 9A were visible in the aerial photos and were dry. <br /> <br />GENERAL MINE PLAN COMPLANCE: <br />The gullies repairs conducted by NECC appear effective. Additional work remains with seeding and mulching of <br />these repaired features. NECC indicated during the July 17, 2012 inspection that NECC will be anchoring wattles <br />in strategic locations to disperse concentrated runoff flow paths. Wattle placement has not been conducted. <br /> <br />SLIDES and DAMAGE - Rule 4.12: <br />The two gullies repaired on the 3rd Fill 8 Bench are very visible due to the application of straw on the repaired <br />area. These gullies have been filled and appear to have been tracked with equipment to pack the material in. The <br />bench above has had sediment cleaned out to allow runoff to flow westward to the permanent lateral drain and not <br />spill down the face of the fill. Tracks and repairs between the 3rd and 4th bench were visible as well.
